Andre was born in the UK, grew up in Hong Kong, and is now based in New Delhi, India. He brings over two decades of international development experience, specialising in Monitoring, Evaluation, and Learning (MEL), and knowledge management. He has collaborated with a diverse range of clients, including private foundations, bilateral agencies, UN agencies, research institutions, international and national NGOs. A proponent of systems thinking and approaches that recognize power and complexity, Andre focuses on developing MEL frameworks that combine various (quant, qual and parti) methods and encourage data use and usefulness for learning and adaptive management. He is particularly passionate about harnessing data for learning and transformative change, and developed his own software/web-based database platform application called Organy to advocate for user-friendly and collaborative data management and visualisation. He has deep thematic experience working in the area of Sustainable Agriculture & Food (incl. natural resource management, value chains and food systems, farmer/producer organisation, decent rural work and labour mobility) with a focus on the nexus of livelihoods, resilience, gender and social inclusion.

Andre has designed and led mixed-methods evaluations of complex single- and multi-country smallholder agricultural sector programmes (incl. the endline evaluation of Enhancing Dairy Growth in Ethiopia I&II, and a six-country outcome evaluation of the GSMA Foundation’s mNutrition Programme focused on nutrition-sensitive agriculture). He is a strategic MEL advisor to the UNOPS Livelihood and Food Security Fund (LIFT) and Nexus Response Mechanism in Myanmar.
